Sejarah Seremban Town Council (1952–1971)
Perjalanan Seremban menuju pentadbiran tempatan moden bermula pada awal 1950-an. Pada tahun 1952, Seremban Town Board mula membincangkan kemungkinan ditukar status kepada sebuah municipality atau town council. Pengerusinya, Inche Mohamed Dazain, ketika itu Pegawai Daerah Seremban, menjelaskan bahawa perubahan ini penting bagi menyesuaikan tadbir urus bandar dengan perkembangan ekonomi dan sosial pasca Perang Dunia Kedua. Pada penghujung tahun, beberapa tokoh Negeri Sembilan, termasuk Tengku Mustapha dan Ghazali Shafie, dihantar ke Johor untuk memerhati pilihan raya majlis tempatan, menunjukkan kesungguhan Negeri Sembilan dalam mempelajari model demokrasi bandar.
Akhirnya, pada 14 April 1953, Seremban Town Council (Majlis Bandaran Seremban) ditubuhkan secara rasmi bagi menggantikan Lembaga Bandaran sebelumnya. Tujuannya jelas: mempertingkat urus tadbir bandar yang berkembang pesat. Pilihan raya tempatan pertama diadakan pada Ogos 1953, dan Seremban dibahagikan kepada empat kawasan pilihan raya – Temiang, Lake, Rahang, dan Lobak. Langkah ini merupakan pencapaian penting, kerana buat pertama kalinya penduduk bandar diberi peluang memilih wakil mereka dalam majlis, melambangkan kemajuan ke arah demokrasi tempatan.
Sepanjang dekad 1950-an, STC berkembang sebagai institusi bandar yang dinamik, namun tidak terlepas daripada cabaran politik. Krisis dalaman kerap berlaku, antaranya perletakan jawatan beramai-ramai ahli majlis Alliance pada 1954, tindakan ahli majlis bebas Stanley Ponniah berpaling tadah kepada Alliance, serta ugutan boikot oleh Parti Buruh pada 1955 kerana mendakwa presiden ketika itu berat sebelah. Walaupun demikian, sistem pilihan raya tempatan memberi ruang kepada pemimpin baharu muncul. Pada tahun 1958, Chin See Yin menjadi Presiden STC pertama yang dipilih rakyat, menandakan era baharu yang lebih demokratik.
Dalam tempoh ini, STC berfungsi menguruskan pelbagai aspek pentadbiran bandar. Kebersihan dan kesihatan awam merupakan teras peranan mereka, kesinambungan daripada fungsi Lembaga Kesihatan sebelum ini. Perancangan bandar pula diberi perhatian melalui penyusunan zon pilihan raya, pembangunan jalan raya, sistem longkang, saliran, serta penyediaan bangunan awam termasuk dewan dan kemudahan komuniti. Penguatkuasaan undang-undang kecil dan kawalan pembangunan turut menjadi agenda penting bagi memastikan pembangunan berjalan teratur. Pada masa yang sama, sektor perdagangan dan perumahan mula berkembang pesat, terutama di kawasan seperti Jalan Paul, Jalan Birch, Jalan Cameron dan Jalan Setul yang menjadi nadi ekonomi baharu bandar Seremban.
Perkembangan Pentadbiran Tempatan (1957–1965)
Tempoh antara tahun 1957 hingga 1965 merupakan era asas dalam proses penyusunan semula pentadbiran majlis tempatan di Negeri Sembilan. Selepas terbentuknya Persekutuan Tanah Melayu dan kemudiannya mencapai kemerdekaan, pihak berkuasa tempatan mula melalui suatu peralihan penting daripada norma operasi kolonial kepada suatu kerangka pentadbiran moden yang disesuaikan dengan objektif pembangunan negara.
Dari sudut historiografi, landskap arkib Negeri Sembilan pada era awal pasca-kemerdekaan menunjukkan kesinambungan amalan birokrasi kolonial yang berjalan seiring dengan proses lokalisasi institusi secara beransur-ansur. Penekanan terhadap penyimpanan rekod—terutamanya penyata kewangan dan laporan sanitasi—mencerminkan warisan pentadbiran British yang menumpukan kepada akauntabiliti, kebersihan bandar, dan pengawalan infrastruktur.
Rekod-rekod arkib dari era ini—sama ada penyerahan penyata kewangan, laporan sanitasi, ataupun rancangan pembangunan infrastruktur—memperlihatkan semakin kompleksnya urusan pentadbiran. Badan-badan perbandaran mula diwajibkan mematuhi piawaian audit persekutuan, memastikan kepatuhan terhadap peraturan kesihatan awam, serta melaksanakan penambahbaikan infrastruktur bagi menyokong perkembangan bandar seperti Seremban, Port Dickson, Kuala Pilah dan Tampin.
Bahan-bahan arkib tersebut juga membongkar cabaran-cabaran yang berterusan: kekangan bajet, tahap urbanisasi yang tidak sekata, serta usaha menyeimbangkan kerangka pentadbiran kolonial yang diwarisi dengan keutamaan sosio-politik baharu. Pembangunan badan berkanun, khususnya yang diklasifikasikan sebagai autonomous town boards, menjadi langkah peralihan penting ke arah pembentukan majlis perbandaran moden.
Menjelang awal 1960-an, keperluan menaik taraf pentadbiran semakin ketara. Presiden STC, P. Gurnam Singh Gill, berulang kali mendesak agar Seremban diberi status penuh sebagai Majlis Perbandaran, kerana hanya melalui taraf tersebut STC boleh mengurus kewangan, pembangunan dan perkhidmatan bandar dengan lebih efisien. Walau bagaimanapun, walaupun terdapat sokongan, pelaksanaan status perbandaran penuh ditangguhkan. Pada masa sama, isu kewangan timbul apabila kerajaan negeri lewat membuat pembayaran sumbangan sebagai ganti hasil cukai, sekali gus menjejaskan keupayaan majlis.
Perubahan besar berlaku pada 23 Julai 1965, apabila Menteri Besar Negeri Sembilan mengambil alih jawatan Presiden STC. Langkah ini secara langsung mengurangkan penglibatan terus rakyat dalam menentukan arah pentadbiran bandar. Walaupun STC masih wujud sebagai badan rasmi, kuasa eksekutif kini berada lebih dekat dengan kerajaan negeri berbanding dengan wakil rakyat tempatan.
Dari segi pembangunan fizikal, tempoh 1960-an menyaksikan pertumbuhan pesat infrastruktur bandar. Jalan raya diperluas, kawasan perdagangan diperkuat, projek perumahan baharu muncul, dan bangunan awam dibina. Pada penghujung dekad tersebut, rancangan besar mula dijalankan termasuk pembinaan sebuah hospital moden – Hospital Tuanku Ja’afar Seremban – yang dimulakan pada tahun 1969 dan dibuka secara rasmi pada 1972. Walaupun siap selepas era STC, projek ini menggambarkan persiapan serius untuk memenuhi keperluan kesihatan awam bandar yang semakin pesat.
Akhirnya, perkembangan politik di peringkat nasional turut memberi kesan kepada Seremban. Selepas peristiwa 13 Mei 1969, kerajaan pusat menggantung pilihan raya kerajaan tempatan di seluruh negara pada awal 1970-an. Ini menandakan berakhirnya tempoh demokrasi bandar yang pernah dibina sejak 1953. Menjelang tahun 1971, STC kekal berfungsi sebagai badan pentadbiran bandar, tetapi tanpa lagi ruang untuk rakyat memilih wakil mereka.
Struktur Kepimpinan dan Pentadbiran (1953‑1965)
Pada tahun 1954 hingga 22 Julai 1965, Majlis Bandaran Seremban diketuai oleh seorang Presiden (Yang di-Pertua) yang dipilih melalui pilihan raya tempatan.

Pada era 1950-an hingga 1960-an, gaji staf Seremban Town Council berbeza mengikut jawatan, dari sekitar RM30 untuk buruh hingga RM300 untuk pegawai kanan seperti jurutera dan Presiden Majlis. Pekerja sokongan dan pentadbiran menerima antara RM40 hingga RM180. Nilai Ringgit pada 1950-60an jauh berbeza dari sekarang; RM50 waktu itu sudah mencukupi untuk keperluan asas sebulan, dengan variasi berdasarkan tanggungjawab dan kemahiran. Dokumen bajet rasmi seperti Budget 1963 boleh memberikan maklumat lebih tepat.
Keterbatasan dan Cabaran (1953–1971)
Walaupun banyak kemajuan dicapai, Majlis Bandaran Seremban turut berdepan beberapa cabaran sepanjang tempoh tersebut. Dari sudut politik, kepimpinan majlis sering berubah mengikut keadaan semasa, dan bermula tahun 1965, perubahan ketara berlaku apabila Menteri Besar Negeri Sembilan mengambil alih jawatan Presiden Majlis, yang sekali gus mengurangkan penglibatan langsung rakyat dalam pentadbiran tempatan.
Dari segi sumber, kekangan kewangan dan kemudahan menjadikan penyediaan infrastruktur moden seperti sistem pembetungan dan perkhidmatan pembersihan bandar yang menyeluruh agak terbatas, terutamanya pada awal 1960-an. Selain itu, dengan pertumbuhan pesat bandar, keperluan kepada perancangan jangka panjang menjadi semakin mendesak, namun pada waktu itu, sistem perancangan bandar yang wujud masih belum sepenuhnya teratur atau menyeluruh seperti yang diamalkan dalam perancangan bandar moden hari ini.
Walaupun STC pada asasnya merupakan badan pentadbiran yang berperanan mengurus pembangunan, kebersihan dan penguatkuasaan undang-undang kecil, ia juga tidak terlepas daripada dikaitkan dengan pelbagai kes jenayah dan salah laku yang mencerminkan cabaran pentadbiran bandar yang pesat berkembang.
Pada dekad 1950-an, jenayah paling kerap dikaitkan dengan STC ialah rasuah kecil-kecilan dalam pengeluaran lesen perniagaan, permit pasar, serta urusan tender kontrak jalan dan longkang. Aduan awam yang tersiar dalam akhbar menunjukkan wujudnya persepsi bahawa sebahagian pegawai atau ahli majlis memberi keutamaan kepada kontraktor tertentu, terutamanya dalam kalangan kaum Cina yang menguasai sektor perniagaan dan pembinaan di Seremban.
Selain itu, isu penyelewengan hasil kutipan cukai pintu dan bayaran pasar turut muncul. Terdapat laporan pekerja lapangan dan kerani majlis yang disiasat kerana tidak menyerahkan sepenuhnya hasil kutipan kepada bendahari STC. Walaupun tidak semua kes dibawa ke mahkamah, tindakan tatatertib termasuk pemecatan dan penggantungan khidmat dilaksanakan sebagai amaran.
Pada dekad 1960-an, apabila bandar semakin membesar, STC berdepan pula dengan jenayah berkaitan penguatkuasaan undang-undang kecil, terutama melibatkan samseng pasar malam dan penjaja tanpa lesen. Terdapat kes pegawai penguat kuasa majlis diugut oleh kumpulan samseng ketika menjalankan operasi, malah beberapa pegawai pernah diserang ketika menyita barangan penjaja haram. Keadaan ini mencetuskan kerjasama lebih rapat antara STC dan pihak polis.
Isu pembuangan sampah haram dan penyalahgunaan tapak awam juga kadang-kadang membawa kepada tindakan jenayah. Sebagai contoh, terdapat laporan mengenai penahanan pemandu lori kontraktor yang membuang sampah di luar kawasan yang ditetapkan oleh STC. Jenayah ini sering dikaitkan dengan kontraktor yang mahu menjimatkan kos operasi.
Menjelang awal 1970-an, kes-kes jenayah yang dikaitkan dengan STC lebih banyak menyentuh salah guna kuasa dan konflik politik dalaman. Selepas Menteri Besar Negeri Sembilan mengambil alih jawatan Presiden pada 1965, sebahagian pengkritik mendakwa STC menjadi alat politik kerajaan negeri, dengan keputusan tertentu – termasuk pemberian lesen hiburan dan pembangunan – sering dipersoalkan. Walaupun tidak semua kes sampai ke mahkamah, tuduhan rasuah dan nepotisme terus mewarnai imej STC.

Memasuki era 1955–1960, isu terbesar yang dihadapi Majlis Bandaran Seremban ialah kekangan kewangan. Walaupun Seremban merupakan bandar utama Negeri Sembilan, asas hasilnya kecil kerana cukai pintu rendah dan banyak bangunan praperang tidak dinilai semula. Majlis terpaksa menanggung kos pembersihan, pelupusan sampah, penyelenggaraan pasar, dan pembaikan jalan tanpa peningkatan hasil. Dalam laporan kewangan tahun-tahun tersebut, majlis mengakui tidak mampu mengekalkan tahap kebersihan bandar yang memuaskan, menyebabkan peningkatan aduan mengenai sampah, bau, pasar basah, serta tikus — semua ini terkumpul sebagai masalah kesihatan awam yang berulang. Kewangan yang terhad juga menghadkan keupayaan majlis menggaji jurutera, arkitek bandar, atau perancang; banyak tugas teknikal pula bergantung pada jabatan negeri yang mempunyai keutamaan berbeza.
Pada 1960-an, cabaran bertambah kompleks apabila urbanisasi pesat berlaku selepas kemerdekaan. Seremban berkembang sebagai pusat birokrasi negeri dan kawasan perumahan baru di Rahang, Labu, Paroi dan Temiang muncul dengan cepat, tetapi tanpa perancangan pelan struktur atau pelan tempatan yang sistematik. Permintaan untuk jalan raya, lampu, parit dan bekalan air meningkat lebih cepat daripada kapasiti majlis. Banyak kawasan perumahan baru yang dibangunkan oleh sektor swasta diserahkan kepada majlis tanpa prasarana lengkap, menyebabkan masalah berpanjangan seperti banjir kilat, jalan rosak dan sistem saliran separa siap. Kekurangan jurutera bandar juga menjejaskan proses penguatkuasaan; banyak bangunan dibina tanpa pelan lengkap atau tanpa mematuhi garis panduan moden.
Selain itu, Seremban menghadapi masalah kemudahan asas dan kesesakan. Pusat bandar lama — Jalan Yam Tuan, Jalan Tuanku Munawir, Jalan Lee Sam dan kawasan pasar — semakin sesak akibat pertambahan kenderaan tetapi masih menggunakan infrastruktur jalan kolonial 1920-an. Pengangkutan awam tidak terancang dan parkir tidak mencukupi; gerai, pasar, dan kedai runcit berselerak menyebabkan kesesakan hampir setiap hari. Sistem longkang pula dibina untuk kapasiti penduduk tahun 1930-an, menjadikannya tidak mampu menampung pertambahan penduduk selepas perang. Masalah banjir kilat di Jalan Rahang, Ampangan dan Temiang mula dilaporkan dengan kerap pada dekad ini.
Tempoh awal 1970-an hingga 1976 pula menjadi fasa kritikal apabila kelemahan struktur pentadbiran tempatan seluruh negara disorot oleh kerajaan Persekutuan, termasuk di Seremban. Majlis Bandaran Seremban berdepan masalah ketidakefisienan pengurusan, termasuk ketidakseragaman sistem kutipan hasil, kelewatan kelulusan pelan bangunan, kelemahan penguatkuasaan lesen dan kedai, serta pergantungan berlebihan pada geran kerajaan negeri. Di beberapa kawasan seperti Rasah dan Lobak, penduduk mengadu mengenai longkang tersumbat, jalan berlubang, lampu jalan rosak dan sampah tidak dikutip secara konsisten — tanda bahawa majlis tidak mempunyai sumber mencukupi untuk memenuhi permintaan sebuah bandar yang semakin berkembang. Ketika itulah kerajaan Persekutuan menilai semula sistem kerajaan tempatan, yang akhirnya membawa kepada Akta Kerajaan Tempatan 1976, menyatukan kuasa pentadbiran tempatan dan meletakkan Seremban di bawah struktur yang lebih tersusun dan moden.
Secara keseluruhan, tempoh 1953–1976 menampilkan Seremban sebagai sebuah bandar yang berkembang lebih cepat daripada pentadbirannya. Ia dibelenggu oleh kekangan kewangan, kesan pasca-Darurat, urbanisasi tanpa perancangan, serta infrastruktur kolonial yang tidak mampu menampung keperluan moden. Masalah ini menjadi asas kepada banyak isu yang terus diwarisi sehingga era perbandaran dan akhirnya bandaraya.
PenutupPerubahan politik nasional memberi kesan besar. Selepas peristiwa 13 Mei 1969, kerajaan Persekutuan menggantung pilihan raya kerajaan tempatan. Mulai awal 1970-an, majlis bandar di seluruh negara tidak lagi dipilih secara demokrasi, sebaliknya pentadbirannya dikawal oleh kerajaan negeri melalui pelantikan politik. Di Seremban, hal ini menandakan berakhirnya fasa demokrasi tempatan yang bermula sejak 1953.
Akhirnya, selepas hampir dua dekad berfungsi sebagai majlis bandaran, Seremban mencapai satu lagi titik penting. Tempoh antara 1952 hingga 1971 boleh dianggap sebagai era pembentukan asas moden Seremban – dari sebuah lembaga kolonial kecil kepada sebuah majlis bandaran demokratik, sebelum akhirnya berubah ke arah kawalan politik negeri. Sepanjang hampir dua dekad ini, STC telah membina rangka asas kebersihan, perancangan bandar, perdagangan, infrastruktur dan kemudahan awam yang menjadi teras kepada transformasi Seremban sebagai sebuah pusat bandar utama Negeri Sembilan pada era seterusnya.
Pada tahun 1979, STC secara rasmi dinaik taraf menjadi Majlis Perbandaran Seremban (MPS). Naiktaraf ini memberi kuasa yang lebih luas, kewangan yang lebih stabil, serta tanggungjawab perancangan bandar yang lebih besar. Dengan status perbandaran, Seremban memasuki fasa baharu pembangunan moden – melangkaui sistem awal pasca-kolonial dan menuju ke arah sebuah bandar yang lebih terancang dan bersedia menampung pertumbuhan ekonomi serta kependudukan Negeri Sembilan.
Secara keseluruhan, dari 1971 hingga kini, isu pentadbiran MPS/MBS mencerminkan transformasi Seremban daripada sebuah bandar kolonial kecil kepada bandar raya moden yang berkembang pesat. Cabaran yang dihadapi bersifat kumulatif — bermula dengan kekangan asas 1970-an, diikuti pertumbuhan pesat 1990-an, urban sprawl dan ketidaksepadanan infrastruktur 2000-an, hinggalah kepada tuntutan bandar raya abad ke-21 yang memerlukan penyelesaian lebih menyeluruh, digital, serta berasaskan perancangan jangka panjang. Isu-isu ini memperlihatkan hubungan rapat antara sejarah, dasar perbandaran, tekanan pembangunan, dan kapasiti institusi tempatan dalam membentuk landskap pentadbiran Seremban masa kini. Wallahualam.
